Initiate coverage on Oracle with a Hold rating and a $146 price target. Backlog growth is offset by heavy capital spending, surging lease commitments, and deep free-cash-flow deficits.
Key points
- $664 billion in remaining performance obligations provides multi-year cloud visibility, but 87% sits beyond the next twelve months.
- $90 billion to $95 billion in planned gross capital expenditures for fiscal 2027 keeps free cash flow deeply negative despite operating cash generation.
- $125.3 billion in borrowings alongside $288 billion of uncommenced leases constrains valuation multiples as depreciation begins to ramp.
The call
The market prices a seamless transition where cloud infrastructure growth offsets heavy upfront capital commitments. At $143.93, Oracle trades at 17.8 times guided fiscal 2027 non-GAAP earnings per share of $8.10. That valuation requires constant-currency cloud growth above 60% without margin dilution from financing costs, power constraints, or hardware depreciation.

- Capital expenditures

We see balanced risk and reward rather than mispricing. Oracle's 121% infrastructure expansion is genuine, yet reported cash generation relies heavily on advance customer financing, including $11.4 billion of prepayments in fiscal first quarter alone. With gross capital expenditures absorbing all operating cash and debt carrying costs rising, earnings per share growth will moderate by fiscal 2028.

Valuation
Our 12-month target of $146 rests on fiscal 2028 non-GAAP earnings per share of $8.80 valued at 16.6 times.
| Valuation step | Figure |
|---|
| Fiscal 2027 guided non-GAAP EPS | $8.10 |
| Fiscal 2028 projected non-GAAP EPS | $8.80 |
| Target non-GAAP P/E multiple | 16.6 times |
| Implied 12-month target price | $146.00 |
| Current share price | $143.93 |
| Implied 12-month return | +1.4% |
A 16.6 times multiple reflects high backlogged cloud demand countered by capital intensity and $132.1 billion of combined net debt and recognized lease obligations. Potential upside from faster AI delivery is offset by balance-sheet leverage, leaving expected returns in line with cash yields.
Risks
- Data-center power or permitting delays, signaled by utility disputes or force-majeure notices, could postpone billable capacity delivery.
- Accelerating depreciation from $90 billion of incoming server assets could compress GAAP operating margins below 28%.
- Customer prepayment financing could slow if client capital spending contracts, forcing Oracle to tap debt or equity markets directly.
What would change my mind
A confirmed acceleration in enterprise application recurring margins alongside self-funded infrastructure delivery without additional debt would turn us bullish.
