The market is about right about Occidental’s recovery. Debt reduction and operating savings should cushion weaker oil prices, but preferred dividends and investment needs limit the cash reaching common shareholders. My twelve-month target is $59.15.
Key points
- $59.15 a share is my October 2027 target; the market is about right.
- $75 a barrel is my normalized 2028 realized-oil assumption, not today's spot price.
- $680 million a year of preferred dividends still comes before common shareholders.
The call
The recovery deserves most of its rally. At my 12-times earnings valuation, today's price requires $5.14 a share of annual profit. That translates into realized oil near $76 a barrel with flat production. Debt reduction supports the stock, but lasting oil shortages must do more of the work from here.
Where second-quarter cash went ($ millions)Occidental Q2 release and 10-Q, August 5, 2026; continuing operations, before working capital.
I expect cheaper oil to offset cheaper debt. My forward earnings estimate is $4.93 a share for 2028. Restored Middle East exports should weaken oil prices within twelve months. Better regional gas prices help production earnings, but also reduce unusually profitable gas transportation trades; those benefits cannot both be extended indefinitely.
Valuation
| October 2027 valuation input | My estimate |
|---|
| 2028 daily production | 1.43 million oil-equivalent barrels |
| 2028 realized oil price | $75 a barrel |
| 2028 adjusted common earnings | $4.93 a share |
| Core earnings multiple | 11 times |
| Berkshire backing and recovery premium | 1 additional earnings turn |
| Twelve-month target | $59.15 a share |
The combined 12-times multiple rewards lower debt and Berkshire's backing without treating it as a takeover promise. The premium ends if capital discipline fails; carbon removal gets no separate value before reliable operations. Oil-price upside remains substantial, so modest forecast downside warrants a hold, not a sell.
Oil prices decide the twelve-month outcomeAnalyst scenarios, October 13, 2026; annual realized oil price, 12 times forward earnings.
Risks
- Oil shortages persist: watch export volumes and realized prices rather than peace headlines.
- Savings arrive faster: watch operating costs and whether 2027 investment stays within the stated framework.
- Retained chemical liabilities absorb cash: watch tax-court developments, environmental payments and cash accumulation.
What would change my mind
Two consecutive quarters of realized oil above $85 a barrel alongside falling operating costs would make my normalized earnings forecast too low.
